State Agricultural Intervention Fund

The State Agricultural Intervention Fund is an accredited payment agency - an administrator of financial subsidies both from the European Union and from the national financial funds.

Within the scope of the Common Agricultural Policy, the financial subsidy is granted from the European Agricultural Guarantee Fund (EAGF) and for a current programming period (2007 – 2013) also from the European Agricultural Fund for Rural Development (EAFRD) and the European Fisheries Fund (EFF). The new Program for Rural Development (PRV) drawing out financial resources from the EAFRD replaces current Horizontal Rural Development Plan (HRDP) and the Operational Program for Rural Development and Multifunctional Agriculture (OP RVMZ).

The common agricultural policy (CAP) in the EU is based on three principles - common market for agricultural products built on common prices, preferences for the agricultural produce of the EU countries against external competition and financial solidarity - financing from common funds to which everyone pays contributions.

Payments

Direct payments form the essential part of the financial support scheme, made through a simplified system, i.e. per hectare of cultivated area. Substantial role for the agricultural sector is also played by a new Rural Development Plan prepared for a programming period 2007 – 2013. Likewise, the market measures pursued by the European Common Market tackling the fluctuations in the market demand and offer and offering agricultural entrepreneurs higher assurance and better stability in their businesses, constitute the indispensable financial subsidy.

The State Agricultural Intervention Fund administers and controls the following payments:
  • From the European Agricultural Guarantee Fund (EAGF)

    • Within the common market organization
    • Within interventional measures
    • Provision of export subsidies in relation to export licenses
    • Direct payments (regime of flat payments per area)

    Other activities:

    • Administration of export and import licences
    • Administration of guarantees
    • Administration of the production quota system
    • Collection of levies from sugar production
    • Administration of premium rights (for cows without a market production and ewes)
    • Administration of a national quality food mark – KLASA

    The State Agricultural Intervention Fund is a legal entity with residence in Prague and its activities are regulated by the Law No. 256/2000 Coll., concerning the State Agriculture Intervention Fund, as amended by the Law No. 128/2003 Coll. and the Law No. 85/2004 Coll. and the implementing regulations in the form of the Czech Government Order.
